2nd interview feedback “scatty”

A friend of mine (who I can assure you is NOT scatty) and overqualified for a receptionist role (has a masters with distinction) passed the first stage of interview with flying colours. When it got to the second, friend met who would be the team leader, and they got along really well talking about future plans with the company. Although they have got another job offer and will be taking it, the recruiter for this receptionist job shared a screenshot of the team leader giving the excuse of “they were a bit scatty” for not offering a job, which has made my friend a bit upset. As far as I'm aware, scatty means like crack head vibes and away with the fairies – it sounds like quite a personal insult. Any course of action here? Can I report the team leader to their own HR?
