Company switched to unlimited Flex-time off. but did not payout unused PTO. Is this legal?

My company (IT services, publicly traded on NASDAQ) switched to unlimited Flex-time off. but did not payout unused PTO earlier this year. Is this legal? I had a few vacation days of PTO that never got paid out. Can we class-action lawsuit?
