Question about legal practices and reimbursement

Hi! My my company just dropped this gem. “We hope you are doing well :))We would like to remind everyone the importance of completing pending Compliance training in Workday by 10/19 at 2:00pm (tomorrow **).** Those who do not complete by the specified date will not be eligible to receive October refunds. We want to ensure that everyone understands and follows our Compliance policies, helping to protect our company and our employees” and to be clear we talk about reimbursement of money spent from the private bank account, for company activities. (the employee's money!) It's a global player, so the law may be complex, but my question is: how is that legal or even ethical? Whether they pull it off or have this as an empty thread, how can this be legal? Any insights? Any references? Thank you ​
