Why is the US government sending other countries billions and billions of dollars while Americans struggle?

Americans are busting their asses trying to make ends meet. Incomes are not even covering half the cost of living. The US federal reserve is actively fighting American workers. And the US government decides to send billions upon billions of dollars to other countries! How the fuck does this make sense to anyone in this country?!
