Florida Employer blocking out time-off requests for 2 months

So I tried to look up more information online but it’s hard to find the niche details like this. For context, my girlfriend is a server at an upscale restaurant in Florida, and her employer decided to block out time-off requests for everyone from about mid november until after new years. I get that this time around the holidays are busy, but that seems crazy to me. She and many others are part-time employees and the managers only make the schedule last minute and are always super slow at getting back to them about time off, and for the holiday time they have just been saying “can’t promise anything” and just went ahead and blocked out any chances of requesting off. I know employers can many times do what they want but is there any legal issues with this, or is it just an unfortunate situation for my lady? It…

It just seems ridiculous to me that they basically force the employees to not be able to make plans for 3 of the biggest holidays of the year, plus intermittent time in between.
