Concerned with safety hazards at work

For reference I work at a domestic abuse shelter. Our septic tank stopped working Thursday. We called an on-call service to come fix it but they never came. We have to go down every few hours to manually switch on the tank to all the poop water will drain, and it smells god awful. The smell is now going up through the vents now and it’s making my coworkers and I feel lightheaded. Yesterday, one of our breakers exploded and a bunch of smoke was coming from the panel to switch the septic tank on and off. The fire alarm didn’t even go off. I’m hoping it gets fixed tomorrow. But if it doesn’t, and I make an anonymous call to OSHA, would I get this place shut down? Because I don’t want that to happen.
