My coworker works off the clock

My one coworker sometimes stays 30 minutes to 2 hours after her shift ends so she can meet the store's production goal. This goes unpaid, even being off the clock entirely due to her not having her uniform on during it. She only works 30 hour weeks, so she isn't able to get overtime, but should she still be getting paid something (legal wise)?
