“Mandatory work meeting” on the weekend…does my boyfriend have to attend?

Hi all, long time lurker. My boyfriend is a CDL B Delivery driver, and he received a notice that this weekend (on Saturday — he doesn't work Saturdays) he will need to attend a “mandatory meeting”. I'm assuming it's regarding DOT regulations and safety because Pennske's logo is listed at the top of the paper. He asked management about this, and they said that they will reimburse gas to go to the venue (it's being held in a hotel), and that next year he will receive four extra hours on to his PTO. The meeting is from 7:00AM-11:00AM. I live in Pennsylvania. Is this legal? My understanding is that if he's attending this mandatory meeting on the weekend, he should be paid time and a half for going. I don't think simply tacking on four hours of PTO for the next year would even count.. Any advice you could offer…
