Company now requires clock out time to be 4 minutes after shift ends

The company I work at has a bit of a weird time clock situation. It technically has a 7 minute rounding rule, which is normal I think for a lot of places. Everyone’s shift is from 7:30-4:00, and lunch is automatically deducted. There is only one day shift, so no one is coming in after you for the next shift. You can clock in as early as you want, but heaven forbid you clock out at 3:59, you’ll get a reprimand. The company just made an announcement saying we now have to wait until 4:04 to clock out because “if you’re clocking out at 4:00, that means you’re standing around not doing your job waiting for 4:00” You’re paying me the same whether I clock out at 3:56, 4:00, or 4:04, why should I give even more of my time? These companies man, greedy corporate structure and I’m sick of…

These companies man, greedy corporate structure and I’m sick of it. Is this normal? Can they legally make you clock out later than what the shift is? Do I have any legal right in this situation? Or at minimum anything I can do to be petty about it lol
