Weird question about COBRA and new insurance

I thought someone might know the answer in this subreddit. I recently changed jobs. My old employer sent me the normal COBRA paperwork. I ignored it because my new employer offered me insurance two weeks after my start date. Yesterday, I received another letter from my old employer saying, “You have been offered health insurance through (new company and new plan name) but you are eligible for COBRA through (old employer.)” I think it’s creepy they can tell I’m on a new health insurance and who my new employer is? How does this even work? Why is this even allowed? I just want privacy from my old employer.
