Work Expects me to buy things on my card so they can pay me back.

I work in an event space/coffee shop. I usually find myself running around and buying things for the space/shop, and typically, I send the receipt to my manager, who sorts out the money. I’ve not been in a good headspace the past few months, so I’ve accidentally been letting things like this happen and am starting to put my foot down because many things don’t seem fair. I don’t know how to approach the topic my manager because she’s gone as far as to make fun of another employee in front of me for asking her what they should do because they ran out of milk in the shop, and she started ranting “just buy more and I’ll pay you back, it’s not that hard.” Does anyone have any advice or perhaps rules they can point me to so I can figure out how to stop this from happening? Does anyone have any advice or perhaps rules they can point me to so I can figure out how to stop this from happening? They’re starting to expect it, but when it comes down to it, I'm not happy with using my card as frequently as I do, and sometimes I need to remind her to pay me back. I’m sick of needing to be so on top of this thing that I feel like shouldn’t be happening in the first place.
