Why would a manager do this?

My manager insisted to me I can’t get paid overtime, but PTO instead, even though I’m nonexempt and hourly. I panicked and contacted HR. Turns out my overtime is automatically processed. Why did she lie ? I was angry and paranoid over the ordeal
