Denied vacation request: legal but dick move?

Hi everyone, new dad here. Wanted to ask if it's reasonable to feel miffed about how I've been treated. I work at a small business in the U.S., in southern California. I've been here 7 years. Benefits not great. Everybody gets 4 days PTO/ vacation and 3 sick days annually. We get 6 holidays to cover the normal US holidays. We accrue these days throughout the year. No rollover, so vacation pto gets paid out at the end. Recently had our first baby and took leave. 8 weeks as what's covered by the state. I requested to take 4 days vacation at the end of that leave so I can spend a little more time with the baby. I was approved for 3. I had accrued 20.8 out of 42 hours by the time of birth. I hadn't earned the third day yet so I was paid the 20.8 hours…

I was approved for 3. I had accrued 20.8 out of 42 hours by the time of birth. I hadn't earned the third day yet so I was paid the 20.8 hours but was allowed the whole day off under FMLA so I wouldn't have to come in and work a half day.

I already used up the 3 sick days this year during the pregnancy because unfortunately the pregnancy was difficult near the end. Before that, I've only used 1 sick day and taken 3 weeks off for vacation in total.

The company used to give PTO as a lump sum, which was when I took those vacations. But they switched to accrual. We've had a change in management and now have extremely high turnover, so I suspect it's to limit the PTO payouts. I've got so many stories about this, I'll probably come back and post about this once I jump to a new job.

So while how I was treated according to policy, I feel like it's especially stingy. What do you all think?

And yes, the owners do say they value loyalty and treat everyone like family. The one and only dad who took the whole 12 week fmla for his newborn got mad trash talk at work. I don't care about that and would like to take more time off but really can't afford to.
