My multi billion dollar employer doesn’t really have HR

I work for a nationwide retailer. So far, it has not been bad. I actually enjoy the work. Some issues with my insurance came up. Basically, I don't have any and I want it. I fulfilled my end to qualify for it, yet I still don't have it. I inquired about it several times before the qualification period and afterwards. No one gave me an answer. I kept pushing. I enrolled for next year's insurance no problem, but that doesn't help me this year. Then I finally bugged people enough to get an answer. One person said I couldn't qualify, since I did 2024's enrollment. That didn't make much sense, so I called the company's HR number. The regional hr rep came by on from out of town on an unrelated matter and directed we (I'm not the only one with this issue) make an online request ticket. I did. They closed my ticket, saying I should call the same useless number I called a week earlier. They're just running me around until i give up. I'm livid and my employer wants me to do my job as if they aren't fulfilling their end of the bargain.

It seems indicative of capitalism. HR has been largely replaced by a website and low wage overseas workers. I get they're just trying to pay their bills. The issue is the employer providing subpar HR services in order to cut costs. In other jobs I've had with actual, present HR staff, issues like this were resolved within days. I don't think this will get resolved. All so my employer can increase profits for the shareholders. Time to look for another job
