2 years at the company

Been at a company for 2 years now (started January of 22) and the company does annual performance reviews for salary raises in April. When April 22' rolled around, I was told by my then boss that it was too early to review my performance because I had only been at the company for 3 months or so which made sense to me. The problem is that in February of 23', the company laid off 20% of the staff and announced a freeze on all raises. Flash forward to almost the end of 2023 and I have yet to have a raise during my time at the company that included 2 title changes (that acted as promotions minus the raise). I was told that I would get a raise once we hit a certain revenue number for 8 weeks in a row, but I don't think we are even close…

I brought this up to my boss, but they really didn't provide any optimism – wondering if it time to start looking for a new job or just accept that this is the way things are for the time being. On the brightside, at least I have a job during this time, but still – just annoyed.
