“I have two employers now cuz I just don’t trust anyone anymore”

My Father just told me he prefers to have two different employers at all times now basically to have a fall back option. Just to give some background he's a nurse and has been one for over 10 years now. He was recently employed with a Hospital who's primary Offices are located in Pittsburgh but have expanded throughout PA, anyways he was in the educational department and was not enjoying his job and sent a nice and formal email saying he was going to transfer before filling out the paperwork. Well his supervisor didn't like that and wanted him to stay in his educational position and issued what they call an “action plan” which is basically routine zoom calls and meetings with his supervisor and sometimes with the HR to discuss his performance. Now keep in mind my father is never and has never been late for work nor has he missed days that he hasn't used approved PTO for. To my knowledge “action plans” are typically used for employees who have been issued warnings or write ups for bad behavior and they essentially told him they're doing this to prevent a warning or bad habits…..No you're doing this to trap him in this department and keep him from transferring. (You can't transfer departments apparently when you're in an action plan) So he basically said I'm quitting then and they made him sign a paper that said he was resigning.
