Restaurant is keeping tips, but not from the hourly employees. I’m not sure what’s legal/illegal in this situation.

So it’s actually a hotel with 2 bars, 1 full restaurant, and events. Due to incompetent management they are constantly understaffed so the managers end up working bartending/serving shifts. Customers believe they are tipping the person serving them, but the salaried managers get nothing. One manager tried for a while to get the company to disperse the tips, but they have just kept all of it. Not a small amount either, maybe $1500 on a busy weekend. Is this legal? In Tennessee, but it’s a California based company.
