Question about Illinois new Pto law.

I recently discovered the new Pto law Illinois passed and I thought I read it correctly but when I brought it up to my manager she said it doesn't apply to tipped positions. I make full minimum wage and I split tips with the bartender at the resuraunt I work as a cook at. I had a hard time with the full legalese version of the law but it sounded like it applies to all workers. I just want to know if she is correct or if I'm being jipped on extra Pto time that I should be getting. I'll answer any details if you need them to help with answering my question.
