Exceeds Expectations–Here’s your 2.75% raise!

20+ years at this place and I'm not going anywhere because I have a part-time dayshift, which is almost impossible to come by in field, but this is not very motivating. It's so frustrating. I worked extra shifts, have a skill that only a few others in my department have so can fill in when the regulars are on vacation, etc, but they don't care. I can't even complain to my manager because she's new. She had nothing to do with it. The guy before her wasn't even really responsible because he was temporary and didn't even have the clearance to do the whole review. He gave his recommendations, then the person above him, whom I'd never met before the day of my review, did the rest of the review. But I got “Exceeds Expectations”. That sounds pretty good right? This is the second year that it was put out…

This is the second year that it was put out that the 'average' raise was 3% but I got less than that despite good reviews. I kind of think why bother? How much worse can be 'just good enough' review be?
