My managers make me clock out when there isn’t work to be done. Can I refuse to clock out when told to?

I work at a kayak launch. We launch people every hour. If we don’t have anyone on a random session (say Tuesday at 1:00) my managers will make me clock out for a thirty. This gets especially frustrating when sometimes I will show up for a shift, be told to clock out until further notice, and than just be told to go home after 2 or 3 unpaid hours. If I’m told to clock out for thirty when we’re not busy, can I refuse? My manager says he can’t pay me if I’m not working, is this true?
