Companies that state a pay range and refuse the highest pay should be labeled as false advertising

I am so sick of going to job interviews with wonderful positions, only to be told that the pay range provided on the website and job listing is bullshit. I know I will get a flood of people saying “Then stop applying to jobs with pay ranges” but that eliminates SO many jobs, it’s insane. You’re lucky if they give you a wage at all on the job listing nowadays. Just went into a job interview that said the position was “Pay is $11-16 an hour.” So I put on my application that I am interested in $16 an hour. They accept my application. I go into the interview. They tell me “Oh the position you applied for is always only $11.” Why would you do that. Why
