Threatened to be demoted over a PDF

I made a post in past here, but I work at a car dealer (can’t disclose where) but we have to do our own finance paperwork after we get a sale. We got a new manager at the start of July, so of course he’s making a few changes. One of the changes being he is making us write deal jacket paper (where we put customer info to identify which deal is for who) on a PDF, type it, print it and staple it on the file instead of writing it with pen to make a look cleaner. So I follow, I make the deal jacket that way and I forgot to add one thing so i wrote it with pen as clean as I can (Yeah, fucked up there). The deal jackets have a notes section where I can write things if I’m missing something or any important information…

I write something in the notes with pen because I missed to make a print of the window sticker of that car before selling it. I put it in the notes just saying that basically.

Then fast forward a bit later I was driving somewhere and got a call about that deal asking why i wrote the things i did with the pen. I understand I made a mistake the one thing i missed in PDF was my fault but adding notes with pen was i think more justified. But then he goes onto say that he will basically demote me to the role i started from which will be a 1.50 hourly pay-cut and location change and i think he went too far with that, is that even legal??? But just logically and to save time writing it with hand is fast and efficient, but he made me rip that deal jacket paper, make another one and write basically the same things on the PDF while that could have very well been acceptable since my writing is readable. Im contemplating to complain to HR.
