Heat exhaustion break = punch out?

I work in a package delivery hub, no AC and temperatures commonly hitting dangerous levels. I've been told if I come down with heat exhaustion to cool down in the conference room (which is one of the few air conditioned places) but punch out when I do so. That can't be legal, can it? Also the place is a NAICS code that is under the purview of the OSHA National Emphasis Program for outdoor AND indoor heat.
