Absurd shifts being scheduled – is this legal?

A young person (18) I know works as a server for a local casino and is being scheduled for shifts as long as 16, sometimes 19 hours long. They get 1 unpaid 30-minute break and are required to clock out but are often told to keep working while clocked out. They are looking for another job but in the meantime have witnessed fights, a shooting, and experienced sexual harassment. Their boss says it’s legal because they are owned by a tribal entity and their laws are different. Is this legal?
