My manager is denying my Paid Time Off despite mistakenly taking it out of my Time Bank to begin with

To add some context to this – I went on a vacation in June and my manager took out time from BOTH my Vacation Days and Option Week. There were ten days taken out of my time banks instead of five. I talked to my BA and manager about this and they told me to talk to them when I want to take an Option Day two weeks in advance and they would mark me as scheduled off. Yesterday, I let them know more than two weeks in advance that I want to use my Option Days that were mistakenly taken out of my Time Bank. The manager said that I will have to wait until September to use the Paid Time Off that I earned.
