Micromanaging PTO

I work from home for a large hospital scheduling appointments over the phone alongside about 20 peers on my specific team; sort of like a call center, but smaller scale. Mentioning because my absence would be noticed, but would not significantly derail anything. My employer is adjusting our window to request PTO be submitted six months ahead of time “to create a fair, clear, and predictable method to process time off requests”. They are also requiring we have accrued these hours BEFORE requesting any dates. ADDITIONALLY, they are requiring any PTO requests made outside of this window be made 8 weeks prior, or earlier, to be considered for approval AND if I want to submit an “advanced request” further out than the date of the current window, I have to email said coworkers and wait two weeks to see if they have a conflict with my request.
