Need help with a terrible boss person

I joined a new company six months ago, the current business director has been there for 12 months. In that time the marketing manager, 9 out of 10 sales people And the sales manager have all left. 100% because of the business director. She’s rude to everybody around her but manages up well in the company. Reporting into a different region she is also rude to all those people. The problem is locally her and the HR director are connected at the hip. Numerous people have made complaints but because it goes to the HR director it falls on deaf ears. If any of the people that left were interviewed externally they would all say the same thing. Looking for advice on what to do and how to let other people know? The team has been discussing and we were thinking about sending an email to the global compliance department…
