Confusing pay structure

Some questions about the pay structure at my work, would love your insights. I work as a golf pro at a very nice & private country club. I work the golf shop, run tournaments and do a decent amount of teaching. Normally golf pros make a huge chunk of their yearly earnings off teaching ($100+ per hour) but my club has a weird structure. I have a quota starting at the beginning of the year of $10,000 meaning my first $10,000 of teaching goes directly to the club and then I make 80% of all lessons after that. The club claims that they pay a higher hourly wage ($21) due to the quota but they have no way of proving that or showing calculations. Every pro also has a different quota which is seemingly random. I have had several talks with management about how this isn't fair and it feels…
