If you were a high performer, and decided to scale back your work load what ultimately happened?

Been at my gov job. for just a 3 years and I know most of you are going to say oh a gov. job super easy and for the most part it was. I do high volume work regarding construction in an administrative field so yes a paper pusher. Recently we got a bond for more projects and the work load has increased. I am handling financials for over 50 projects. My boss promised me a promotion or salary increase. Not to get into all the details but my company did change my title, as well as increase my pay grade. (which means I won't cap out as fast) but for the actual salary dollars they stayed the same. My job tried to say well since you are working less days and you are not losing compensation for that (they changed out contract days decrease) that I am effectively getting…

I know its bullshit and file complaint but have since then reduced my output and do not take on any other tasks outside my pay grade. I also do not speak in meetings or attend luncheons anymore because it does not benefit me. My boss is trying to point fingers at HR, HR is pointing fingers at him so I filed a grievance.

People have been in a similar experience, what happened?
