A question for the HR peoples.

Short: Is it possible (or advisable?) to negotiate your exit from a company? Long: The company I work for has been downsizing a bit. From what I understand, the people that they let go are often offered a severance package. Is it possible that if I went to HR with an exit plan (reasonable severance and a letter of recommendation) they’d take it and let me frolic off into the sunset? What would be a professional way to approach that situation? Or would it be better to talk to the GM or owner of the company instead? Thanks for any feedback.
