Accepted a full time position only to be scheduled 15 hrs a week

I was hired at a restaurant a little over a month ago as a server and a “sommelier” for their self-pour beer system. The “sommelier” position is only during peak hours, but the hiring manager said I should be able to get close to 40hrs a week between that and serving. What he didn’t tell me was the restaurant was really slow and that all the servers were already fighting for shifts. Then about two weeks ago, they hired 10 more FOH employees. While I do get scheduled 5 days a week, I’m lucky if I’m able to stay past my scheduled 3 hours a night. Any shifts that are given up by servers are almost immediately taken by someone else fighting for hours. I really enjoy the “sommelier”position, I just wish I were getting the hours I was promised upon hiring.
