Advice Needed: should I go to HR or is there nothing that can be done

I've had the same manager for about a year now once my old manager left. My company initially said they were going to post a job opening for the manager position, but they ended up just giving it to let's call her Amy. Amy doesn't seem to have any management, communication, development, relationship-buiding, or business accumen experience. She will be out of office and not tell us (was out a week at one point), cancel meetings without explanation, go days without saying anything to us in slack, and respond with as little effort as possible a “yes”, “thanks”, or even the “” reaction emoji. My coworkers and I are tired of her lack of communication and leadership. We've gone to her boss about it when she was given the role, but he doesn't seem to care as nothing has changed. We want to enjoy work and have a leader who knows what they're doing and how to manage, but we are worried if we reach out to HR that they'll just let us go. We are a team of 3 people used to be 5 before two were laid off.
