Are most job offers on LinkedIn fake?

I feel like tons of companies post job offers they're not actually planning to hire for. I'm currently employed, but early this year, I was looking for a new job and applied to a bunch of LinkedIn jobs for my field. Out of curiosity I checked here and there if those positions have been filled. I'd say that 80%(!) of those positions are either still online now (10 months later), or were deleted and then reposted. And I'm not talking about a similar position, I'm talking about the exact same position with the same posting. I interviewed with a few of those companies, and I remember asking them about the hiring process. One company told me there's currently 3 people in the last round (including me) and they're making a decision ASAP. They did not pick me, so I assumed they hired someone else. So yea, are most jobs on LinkedIn not actual jobs and companies just post them to look like they're hiring, to seem like they're doing well, and to generate interest in their company? Or do companies just have insane expectations from a new hire so they rather interview 99 people and not hire anyone for a year, before actually hiring someone? I just don't get it. What's your experience?
