Are we supposed to be paid for mandatory meetings?

So I work at a tropical smoothie Cafe in Virginia. Our manager is hosting a mandatory meeting Sunday from 8pm to 9pm. I heard from other employees that we're not allowed to clock in for this meeting. Is this legal?
