At what point do I contact OSHA for work hazard?

Fairly new shop but no AC in the shop, just in the showroom. I mean we are all dealing with a heatwave but JFC not even shop fans in the ceiling. Every tech has a personal fan but we can only drink so much cold water before the heat becomes unbearable. Shop located in Seattle metro area.
