This is just dumb and sad

I applied for several jobs and one of them said this”We have a supervisor's job opening. However, you cannot be actively employed by (company). Please advise if you are actively employed by said company.” Me: “I am actively employed by (company), I am looking for an opportunity elsewhere however, is this a conflict of interest?” “Yes, sorry, we would like to speak with you about a supervisor position but your present company does not want us to discuss this with you until you are not actively employed by them.” LIKE WTF, you have an extremely large corp (that I work for) trying to monopolize employees that want to leave but can't? Wtf is this. I sure as hell can't quit just for an “opportunity” that I am not guaranteed to get.

Advice on PTO payout

So I'm looking for advice on a PTO payout. It has been nearly 2 years since I worked at that place. I had put in my two week notice and fulfilled it. (even came in the day after to do some things and to claim my 2 year bonus, which I didn't receive, but that's a different story.) However, the boss said the the payout per the employee handbook is if you put in a three weeks notice to get the PTO payout. Am I able to do anything about this? It was well over 40 hours of accrued PTO.

Tell me the truth about job hopping.

I have a friend that works in the tech industry that job hops about every 6 months. It seems to have worked out well for her and really increased her salary. I just started a new job working for a local trade association 4 months ago. The same association at a national level just posted a job opening for a similar position to my current one. These positions don’t open up very often since most openings pop up due to retirements. Would it be a bad look to apply for the position? It’s part of the same association so it is likely my boss will find out should I just be upfront about the fact that I want to apply? The pay and benefits are better at the National level and my current association can’t match the pay due to budgetary restraints.
