Being paid more than agreed on

Hello, So someone close to me recently moved. The company decided to keep him as an employee & just have him work in the new region. So still with the company just in a different region now. Before moving manager was saying he will be paid less in the new region. That since cost of living is lower in new region pay will be lower hourly but better commissions. Nothing was signed, just verbal. Friend basically started over at new region (they had to fill out a new tax form) and recently realized he is still getting old region hourly pay. My question is, legal if this is a mistake on the company part, is he legally going to be required to pay it back if they discover it down the line? It has been a couple of months now. Thank you!
