Boss promoted unqualified employee to be head of the department.

I work for a decently sized firm, and I was requested to come back after a year's break from the company. I had a falling out with one of the previous managers and left to take a break from the industry. Coming back to the company, I was hesitant, but they increased my pay and kept me satisfied; they even asked if I would consider leading the department if the current head of the department decided to leave, and I said, “Sure, why not?” When I came back to the company, someone who was inexperienced started at the same time. The head of the department decided to resign, and the inexperienced manager took the position. My boss did say he would make me a senior, just doesn't feel the same though.
