Boss says I can’t “Bank PTO”

I live in Texas. My company provides us with an allotted amount of PTO each year, and the employee handbook states that employees can use PTO days and “…allows the employee to decide how to use them.”. With an asterisk saying that PTO includes the use for all health things, domestic abuse, reports, etc etc. But if I ever call in sick, I am told I am not allowed to “Bank PTO” and I HAVE to use it for the time i was sick. Which doesn't make sense, because if I want to miss a day of pay earlier in the year so I can use my PTO on a week long vacation later then I should be able to. I'm unsure how to address the situation. I don't want to bring up the employee handbook because we all bend and break rules, so I don't want to bring down…

I'm unsure how to address the situation. I don't want to bring up the employee handbook because we all bend and break rules, so I don't want to bring down the hammer on everyone. But so far my next plan of action is to come in while stupid fucking sick and just argue that “Oh, I don't want to use my PTO”, and just sit at my desk doing nothing.

I'm not sure what response I expect. It just feels like bullshit. Is this a misunderstanding on my part? Or am I correct in calling this out as some bullshit?
