Boss took away PTO weeks without telling me?

I check my PTO every paycheck, of course haha well I noticed that instead of 23 hours, I was at -2.9. After reaching out to the payroll person I was told that one of the cofounders decided that PTO was accrued after 90 days and removed mine. The thing is, I had PTO and I've used some and was paid for it already. The manual states multiple times that PTO can be used after 90 days. How could we use PTO that wasn't even being accrued? That doesn't make sense. Nothing in the manual states that anything accrues at the 90 day mark. I am confused and unsure how to move forward with this. I'm also currently waiting to hear back from my boss about using 2 retreat days to sit a retreat he requested me to. he said I could use PTO or retreat days and hasn't answered my…

Manual states:

“Only full time employees are eligible for Paid Time Off (PTO). PTO is accrued throughout the year on a pro rata (as worked) basis per pay period. Exempt employees not on a leave of absence will be treated as working 40 hours per week…Full time employees may use accrued PTO time after 90 days of employment and may use PTO as it is accrued. PTO taken is paid at the employee’s base hourly rate of pay (non-exempt) and equivalent hourly rate (exempt). The amount of PTO available and used will be reflected on your paycheck stub and in the Gusto app.

PTO offered by ____for full time employees:

● Is available after 90 days of employment to full time employees and must be requested/approved at least 4-weeks in advance by your manager. “

TLDR: Employee manual says Full time employees may use accrued PTO time after 90 days of employment but boss says that means it isn't accrued until after 90 days, so I lost 23 hours of PTO.
