Boss wants to cut bonuses for 2024

I've been with this company now for almost 4 years my boss owns about 20 insurance broker offices in California. first we had two possible bonuses we could hit at the end of the month, 1 being a personal bonus for reaching your individual sales goal and then a 2nd you could get from your office(s) hitting their sales goal as a whole for the month. (Ex: Agent A Closed 52 Policies @ $170 Avg Broker Fee and the office also hit its goal of 250 policies @$160 avg) so 1st Bonus was $200 and 2nd Bonus the larger one was $300-$800 (depending on your position) so you could possible take home $1000 if you hit both bonuses. For upper managment (since we arent closing deals) our bonus was based on how many offices hit goal in the month we have a total of 20 offices at $50 per office…

For upper managment (since we arent closing deals) our bonus was based on how many offices hit goal in the month we have a total of 20 offices at $50 per office that hits goal so we could have a max of $1000 also (There are 12 in upper managment) After covid he changed it to one OR the other whichever was bigger bonus since he said he couldnt afford to do both. Understandable, and most offices were slow since the pandemic was coming to an end and most offices were not hitting goal so he was paying more personal bonuses then anything. In 2022 he raised the average fee in order to receive a bonus from $160 to $180 because he said he had to in order to keep up with inflation. As of the last few months just about every office has been hitting their sales goals back to back every single month and he blatantly told us he cannot afford to keep paying out bonuses with the current structure if every office continues to hit its goals. His exact words “Thats great and all that 19/20 offices hit goal but honestly we need to come up with something different because im paying out WAY too much in bonuses.” Why wasnt this a problem when only 4 or 5 offices hit their goals? All of a sudden now that you have almost every office meeting their sales quota you want to re-adjust how much you pay us out. He said he plans on cutting bonuses in HALF for 2024, word has spread to the rest of the team and now everyone is so unmotivated to work. He hasnt decided officially he said we will come to a meeting before the end of the year to discuss it.
