Can an employer charge you for quitting without two weeks notice? WA USA

My fiance has an hourly position at a local business. When she was hired she was required to sign paperwork saying that if she quits without a two weeks notice she will be charged $250. We live in Washington State and she is not under a contract. This seems wildly illegal to me as it is basically withholding the last pay check. Is this legal? How could she fight this?
