Can Employer hold final paycheck hostage?

I worked at a small framing company with 3 other coworkers, we all decided to quit because of the way the were treating us. My friend noticed his direct deposit wasn't showing pending in his bank account, which it usually is the day before Payday. “An employer shall not require the employee to sign a release of the employee's right to any wages that are due and earned by the employee, unless those wages have been paid. Some employers hold their employee's final paycheck “hostage” until the employee signs a release or some type of termination form.”

The company is run by really petty people with terrible emotional control and I had a feeling they would try and pull something like this if we quit
