Can iHop withhold my last paycheck legally ? (OHIO)

I worked at ihop for a short while and was fired because they told me don’t show up unless I had bought a new uniform compliant shirt and told them I didn’t have money for it right now so they fired me when I called in and said I couldn’t come in because I still didn’t have money for the shirt. I had lost my apron awhile back and had been borrowing one from someone else. But my manager texted me saying she will not issue my last paycheck until I return the lost apron. Which I don’t have. I looked up some laws in Ohio and it stated that non-returned company property isn’t a legal reason to withhold a paycheck and brought this up to her. My question is, does state law override an employee handbook and how do I get my wages ?
