Can my employer who has me as 1099 demand/expect 2 weeks notice?

My boss has us all as 1099. It's gardening/landscaping. I've heard this is very common. I found other work and want to quit but my boss wants two weeks notice. As I understand it, as 1099, I'm free to do what I want. True?
