CAR system being used for employee shaming and discipline

I work for a department in a large tech company that has been using the Corrective Action Report system for public (within the corporation) shaming of their operators when they make mistakes while building products. I am starting to compile data of all the CAR's that have been made to publicly shame employees and even CARs that have resulted in people being fired. Meanwhile, our management team in this department constantly tells their employees that we dont use the CAR system to discipline or shame people, which to me is a bold faced lie as there is documented proof that this is in fact happening. Is this something I should bring up to HR? It has been a problem I have already talked to management many times about and it seems like they don't listen at all. FYI, I am in a leadership position, so I have a much better shot at getting thru to management than the operators that are being humiliated on a daily basis. But for whatever reason, they just don't hear me out. Any advice here would be great.
