Promotion Recalled at Last Minute
Not sure if this is the best sub to post this on but…. I work in a sales manager role and was told at the beginning of this month if I hit a certain number that I would receive a promotion (10k raise, title change etc.) I hit the exact numbers that were outlined to me and today my boss said 'great I'll put in for the promotion to take effect in February'. Afterwards, she video called me and said my promotion was denied based off additional criteria her boss was looking for. Not once during the month was this criteria ever brought to my attention. Unfortunately I do not have the original criteria in writing, but, do i have ANY recourse??
I've applied to 100+ jobs since the end of November. Most of the don't respond at all and others will send rejection emails with no explanation or information. The last straw was today when I called a job that I interviewed for last Wednesday to ask about the status of my application, as I was told I would get a response by Friday. The person I needed to talk to was “busy” and would “call me back later” (an excuse I've heard before from jobs that never contacted me again). 6 hours later and closer to their closing, still no call back. So I call again, the person is still “unavailable”. I ask plainly for transparency about the situation and they say “sorry, they are just not available”. I sent an email and am waiting for a response. These people are playing with others' lives. I literally cannot afford food…

(warning, kinda long) interview today with a great company as a customer service agent for HVAC and plumbing etc. I mask for interviews, btw.. The first two people I talked to were great! First one had to step away due to something within the job that needed her help. Second one was VERY nice, soft spoken, cordial and very professional. They both liked me for this role. I had told 2nd guy that I smoke the green stuff, so he was so kind to check with HR to see if they test for that specifically, and wanted me to meet a project manager. Sure, fine. I walk into his office, first thing he says is “you don't have to wear that in here, but you can if you want.” Me: I like to mask for initial interviews and initial meetings, thank you.
