Changing write up policy

I live in CA and work for a nation wide company that does mortgages and other things, recently they have made changes to the write up policy regarding production and conversion. Basically they are making it a lot easier to fire someone for production. Now here's the thing, the only reason we know this is because our manager is very open with us and lets us know what goes down in the big meetings and any changes they don't announce company wide. Wouldn't a company need to put out a notice and have it signed stating they are changing the policy of write ups? Wouldn't that mean any exisisting policy would be disbarred and switched to the new one? Appreciate all your thoughts and answers .
