Client not willing to pay after photographer submitted footage… help?

My partner is a freelance photographer. A few months ago, he was hired by a client to take some pictures and videos for social media. my partner gave his client an invoice where the invoice states that the first half of whatever amount he charges the client must be paid first and then the second half will be paid when the job is done. my partner took the videos and photos and edited them and his client paid the first half of the agreed price. My partner submitted the footage, the client gave him an angry excuse where he basically was complaining about the price… which is kind of funny because the client had already paid half of the agreed price, meaning he had seen what the total must’ve been. It’s been a few months since then and the client has been ignoring my partner’s emails to pay for that…

I am unsure of what my partner can do aside from seek legal counsel… the invoice is not for an excessive amount of money, maybe $1.5k, but as a freelance artist, he needs that money.

Does anyone here know what my partner can say or do to get that money from his client? TIA!
