Co-worker is leaving and I forsee absorbing all of their work. What can I do to prevent this?

My co-worker and I are supervisors for a large team and split the work fairly evenly. They're leaving soon and of course our company is on a hiring freeze so I don't foresee a rec being opened to fill their spot, thus see all their work being absorbed by myself and my manager. “Why hire a 3rd person when 2 ppl can get the job done?” is how I expect upper managements thought process to go. What steps can I take to avoid this? The way I see it is that if we absorb more work we need more pay and to draw lines in the sand of items I just won't take on. I've also been actively looking for another job since I heard the news but we all know the job market is shyte rn.
